Job Summary: This position has responsibility for coordinating statewide efforts to maximize federal funding, with a focus on the Infrastructure Investment and Jobs Act (IIJA), the Inflation Reduction Act (IRA), and the CHIPS Act. This position leads work and acts as an advisor to the commissioner, state budget director, enterprise director for federal funding implementation, the Governor’s Office and state agencies across the enterprise in the development of an interagency and multi-government strategy and plan to coordinate federal funding efforts and identify needs for greater success. This position supports ongoing statewide federal funds management work by analyzing the availability of federal funds and identifying opportunities to improve the coordination, implementation, and impact to state programs. Additionally, this position represents this effort to key stakeholders. Success requires visionary leadership; building and maintaining relationships with state agency leaders, Governor’s office staff, state legislators and staff, local government leadership and staff, tribal partners, and other stakeholders; guiding the work of staff from other state agencies, and external stakeholders; and applying technical expertise.

Minimum Qualifications: 

At least 5 years of professional level experience

    • A Bachelor’s degree in a related field may substitute for one (1) year of professional level experience.
    • A Master’s degree in a related field may substitute for eighteen (18) months of professional level experience. 

Examples of related degrees: economics, political science, public policy, public administration, business, planning, mathematics, statistics, social or physical sciences.

Job Summary: This position is a crucial member of the Federal Funds Implementation Unit and will be responsible to track new and upcoming federal opportunities available through major federal laws, including the Infrastructure Investment and Jobs Act (IIJA), Inflation Reduction Act (IRA) and CHIPS and Science Act (CHIPS). The incumbent will be responsible to analyze opportunities and determine potential eligible entities within the state; maintain a database of federal funding applications across the state; conduct mapping of applications by project status; and serve as an important representative to external customers by monitoring a central inbox to respond to questions about federal funding opportunities, as well as connecting customers with relevant state agencies.

Minimum Qualifications: 

  • At least two (2) years of professional level experience developing and using databases, ad-hoc reporting, and spreadsheet software such as Microsoft Access or Excel.
  • Experience using Microsoft Office products, data visualization software and presentation software.
  • Working knowledge of basic information processing concepts and statistical methods.
  • Project management skills sufficient to plan, schedule, identify resources and monitor progress on projects.
  • Strong analytical skills sufficient to analyze situations and/or data and the ability to interpret meanings to both technical and non-technical stakeholders.
  • Problem-solving skills sufficient to determine required functionality of tracking systems, developing and delivering appropriate technical assistance to users, and designing reports to extract relevant information. 
  • Oral and written communication skills to effectively train users and maintain comprehensive user manuals.
  • Strong human relations skills to work directly with diverse levels of stakeholders.
