Headlines

Legislature returns from break with little momentum but some hope on a few key issues

Last week the MICA update covered the difficult path forward toward any universal agreement on issues, with the lack of targets or the difficulty in the normal process of agreeing on what vehicles to use for bills that might move matching up between the House and Senate.

In the week since with the legislature on break that fundamental math hasn’t changed of course, but it’s worth noting that many of the legislative leaders are still saying the right things about certain issues. At different points throughout session, including in news reports in the last week, leaders and other legislators have spoken about the need to upgrade outdated systems that county workers are using. During the break MICA counties continued to make their case, with Stearns County providing a demonstration for Senator Aric Putnam and St. Louis County meeting with Senator Grant Hauschild.

Those individual demonstrations for legislators and other work at the capitol have made a difference in establishing momentum for bills to move forward, as we’ve seen with SF4719 pass through multiple committees in the Senate and the House Ways and Means committee prioritize technology modernization.

Another issue that legislators on both sides of the aisle are saying all the right things about is a potential bonding bill. Over the break on a legislative panel Rep. Emma Greenman (DFL-Minneapolis) and Rep. Chris Swedzinski (R-Ghent) both spoke about the importance of passing a bonding bill. They both agreed that while some of the maintenance and preservation projects may not be glamorous, that it’s essential infrastructure for our state. Before leaving for the break Senate Majority Leader Erin Murphy (DFL-St Paul) made comments saying that it was a priority for the Senate DFL caucus but also all four caucuses.

Technology Modernization in the news In addition to demonstrations in Stearns and St. Louis County, on Sunday during the program “At Issue” on KSTP, Stearns County Human Services Administrator Melissa Huberty spoke about the issues county staff are facing with extremely outdated technology. Rep. Steve Elkins (DFL-Bloomington) and Rep. Kristin Robbins (R-Maple Grove) also spoke about the clear need for the legislature to act on the issue this year.

 

House members replaced on committees: Early on March 27, Rep. Elliot Engen (R-Lino Lakes) was arrested for suspected DUI and DWI. Rep. Walter Hudson (R-Albertville) was also in the car and allegedly impaired while carrying a handgun, police said, but he was not charged. In response to the incident, House Speaker Lisa Demuth (R-Cold Spring) stripped the pair from their committee assignments for the balance of the year. They will be replaced by other colleagues within the House Republican caucus so the total number of members on the committees will not change.

 

Congratulations to soon-to-be-former County Administrators Michael Williams (Stearns) and Bob Meyer (Blue Earth) who recently announced their retirements. Michael’s last day will be July 17, 2026. He is working with the county board on the leadership transition. Bob’s last day will be May 1, 2026. Bob’s successor will be Josh Milow, who has been the deputy county administrator since 2020. Congratulations and thank you for your service, Michael and Bob!


 

Tax & Fiscal Policy - The Week Ahead

Third deadline doesn’t apply to tax committees: While the April 18 third deadline is approaching, it’s important to remember that deadline doesn’t apply to the tax committees (or capital investment). We expect that both Senate and House tax committees will continue to hear individual bills the week following third deadline and it’s possible they could continue hearing bills even after that.

Final levy data analysis attached: Included in the update this week is this analysis of certified 2026 levies. This analysis includes all counties, but is only partially complete since we do not yet have final tax capacity data for all 87 counties, so tax rate comparisons are not yet provided. The analysis does include total levy and levy per capita information. Levy per capita can be a useful tool when comparing counties that have similar types of properties but is not always a useful tool when comparing counties with higher numbers of nonresidents (that have high value non-homestead property) or a lot of agricultural property. Once the legislative session ends MICA will provide more in-depth property tax analysis, but if you have any questions in the meantime don’t hesitate to reach out to MICA Executive Director Nathan Jesson.

Transportation - The Week Ahead

House Committee to Receive Update on Implementation of Greenhouse Gas Program

On Wednesday, the House Transportation Committee is scheduled to hear an update on implementation of the Greenhouse Gas (GHG) Assessment and Mitigation program. On August 1, 2027, highway capacity expansion projects entering the state transportation improvement program for years 2031 and beyond must assess their GHG impacts and be mitigated as part of a portfolio of projects. However, MnDOT is still defining what this process will look like and is unlikely to meet the deadline, leaving project sponsors in limbo as they look to develop future qualifying projects.

After MnDOT presents on the status of the project, the committee will be taking testimony from impacted stakeholders. MnDOT has consistently shared that mitigation could increase project costs by 30-50%, yet no new funding has been made available to pay for it. MICA commissioners will be part of the group expressing concerns about the costs and scope of mitigation.

Beyond this hearing, there are no additional Transportation Committee activities to highlight.

Environment - The Week Ahead

April 7, 2026

The last six weeks have confirmed pre-session expectations that we are unlikely to see any major policy or funding changes in the environment space this year. The one exception might come in the form of a potential bonding bill, and MICA will work with the Association of Minnesota Counties (AMC) and Minnesota Rural Counties to revisit conversations with members of the House and Senate Capital Investment committees and discuss the need for solid waste infrastructure investments like Capital Assistance Program (CAP) funding and support for construction and demolition (C+D) landfill transition costs as sites are required to comply with new MPCA rules.

Negotiations continue on the updated battery product stewardship bills after hearings in the House and Senate before the legislative break. This language will be included as part of the MPCA’s supplemental budget bill, which we expect to be introduced this week, so there may be more opportunities for MICA to engage on this topic yet this year. However, despite major concessions made to industry groups and ongoing negotiations regarding recalled and lead-acid batteries, it appears that House Republicans are still generally opposed to the bill and we are unlikely to see major movement on product stewardship legislation this session.

Our focus for this week is on Tuesday’s informational hearing, led by environmental groups, in the Senate Environment, Climate and Energy committee. The agenda includes the topic of “oversight of regulatory actions on waste incineration and resulting air pollution.” Some talking points on waste to energy (WTE) to keep in mind if you happen to be meeting with any legislators this week:

  • WTE facilities reduce overall greenhouse gas (GHG) emissions when compared to the most likely waste disposal alternative, landfilling.
  • Resource recovery through WTE is a vital strategy to achieving Minnesota’s waste management hierarchy goal of minimizing landfill disposal. In 2024, WTE facilities in Minnesota processed 1.2 million tons of waste, a slight increase from 2023 that ultimately kept more waste out of landfills.
  • A recent independent study of Minnesota WTE facilities commissioned by the Minnesota Resource Recovery Association (MRRA) indicates that the WTE process eliminates nearly all PFAS, preventing additional contamination of our land and water were this waste to be disposed of in landfills.
  • Any efforts to prematurely close the Hennepin County Recover Center (HERC) would negatively impact MICA counties, with landfills in Elk River (Sherburne County) and Burnsville (Dakota County) the most likely to receive the bulk of diverted waste.

Corrections & Public Safety - The Week Ahead

Public safety committees return this week following the legislative break at a pivotal point in session, with the first and second committee deadlines now behind them. With those policy deadlines passed, the Legislature shifts into a new phase focused on advancing companion bills across chambers and identifying viable pathways for proposals that have already received hearings. In this stage, committees often take up bills that include fiscal components or provisions that allow them to continue moving, even if they did not fully meet earlier deadlines.

With finance targets and omnibus negotiations beginning to take shape, public safety discussions are also starting to reflect broader budget considerations. While many proposals remain policy-driven, a growing number of bills include appropriations tied to public safety infrastructure, victim services, and local government operations. In a closely divided House and narrowly controlled Senate, progress will increasingly depend on alignment between chambers and the ability to position proposals within larger budget agreements.
